Blessed Hands Child Development Center is owned and operated by Prevailing Word Ministries (PWM), Glen Allen Christian
Fellowship Church (GACFC). BHCDC is regulated by the Virginia Department of Social Services as a religiously exempt child
development center. BHCDC will ensure that
1) activities and services
are conducive to the well-being and development of all children and
2)
health and safety measures comply with Virginia standards which promote a care-giving environment.
